As the NF-4 livestock specialist, Whitley assesses and recommends supplemental feeding programs, provides assistance with female and bull selection and offers assistance with pen design and animal handling techniques. His interests include alternative marketing programs, supplementation programs for calves during the stocker phase and by-product feeding programs to meet nutritional needs of mature cattle. Some of Whitley's research projects are "Effects of Utilizing Alternative Feedstuffs to Complement Cattle Grazing Winter Pasture Stocked at Varying Levels" and "The Development of a Relative Pricing Index for Energy Based By-Products."

Before joining the Foundation, Whitley served as an Extension assistant in Amarillo for 2.5 years, where he assisted with the Texas A&M Ranch to Rail North program and the Texas First project. In addition, Whitley worked in the Grazingland Animal Nutrition Laboratory on the campus of Texas A&M University, where he worked primarily with cow-calf producers.

He is a member of the American Society of Animal Science, the Society of Range Management, the Oklahoma Cattlemen's Association and the Plains Nutrition Council.

Whitley was born and raised in the rural north Texas town of Pilot Point.
